Recently the US attempted to stage a coup in Venezuela. The coup failed.
One of the reasons it failed was because everyone knew that the US was not prepared to back it up with military action. The Venezuelan army knew, and they knew because the Venezuelan government knew, and they knew because Vladimir Putin told them so.
As for Putin, he knew that the US was unwilling to go to war because of what happened back in 2015, when the Obama regime and its allies were trying to whip up support for a war to depose President Assad of Syria. That didn't work because the Putin sent troops and warships to Syria so that an attack on Syria would have been an attack on Russia.
You could say the Russians took a bit of a gamble, but they had made the calculation that America had little stomach for a war in which actual Americans would die. Any attack that killed Russians would of course have also resulted in American deaths.
Since then the Russians have become even more convinced that America is what can best be described as a "post-military superpower"—namely a superpower that is unwilling to fight real wars to maintain its hegemony.
Yes, the US may still be willing to fight drone wars and proxy wars, as we see in the campaign against ISIS. But, faced by a real enemy, it is sure to turn tail and run. Even the Taliban, who are not much more formidable than ISIS were, are clearly gaining the upper hand in Afghanistan, with the result that America is on course to lose that war.
Now the Russians are following the logic of the plummeting military capability of the US and using it to challenge their "imperial overreach" around the World and even in their own backyard.
The latest reports from Venezuela show that the Russians are building up their support and military presence there to strengthen the government of President Maduro and enable him to crack down on his domestic foes, like this creature:
Even before this Russians troops were known to be in the country, where they have been training the 430,000-strong Venezuelan army. Also in December two Russian strategic bomber aircraft capable of carrying nuclear weapons landed in Venezuela in a show of support. Now we are hearing of more Russians arriving.

Aside from bombing a kindergarten or hospital with a drone from the safe distance of 500 miles away the US is clearly incapable of putting up a fight.
The Russians know that if they can get a few hundred tough Ivans into Caracas with some top Russian military hardware, the Maduro regime is as safe as the Assad regime now is.
The fact is that the Russian presence in Venezuela is set to grow, furthering Russian plans to create a politically powerful cartel of oil-producing nations and there's fuck all America can do about it.

A flight-tracking website showed that two planes left from a Russian military airport bound for Caracas on Friday, and another flight-tracking site showed that one plane left Caracas on Sunday.
That comes three months after the two nations held military exercises on Venezuelan soil that President Nicolas Maduro called a sign of strengthening relations, but which Washington criticized as Russian encroachment in the region.
Reporter Javier Mayorca wrote on Twitter on Saturday that the first plane carried Vasily Tonkoshkurov, chief of staff of the ground forces, adding the second was a cargo plane carrying 35 tonnes of material.
